Resource world rtp only sends people to a small area

First photo is my resource world minimap, second is my overworld. the resource world /rtp command only sends people in the center of the map. I’m not sure if the resource world is really tiny this time or if the command just repetitively sends people into the same few chunks. I keep running into other players in the resource world, and that one area has been heavily over-explored since getting to new chunks requires running far on foot.
