Badlands Lizard Bounty does not spawn

HI, me and my friend went to go look for the lizard bounty, we followed all the steps but it never showed up for me, we waited at least an hour between 2 different badlands biomes and it never showed up however my friend previously did a different bounty and it showed up. Is this a bug?
